Immigrate to Canada under Quebec Experience Class (QEC) Program
There are two categories under the Quebec Experience Class:
Immigration to Quebec is a two-step process in which an applicant first applies for a Quebec Selection Certificate (CSQ) - a document that allows the holder to immigrate to Quebec. Once the applicant obtains a CSQ, the applicant must then submit an application to Immigration Canada for approval before the residency visa is issued.
You will need to submit an application for a Certificat de sélection du Québec (Québec selection certificate – CSQ) under the Programme de l’expérience québécoise (Québec experience program – PEQ) or the Regular Skilled Worker Program.
You must follow a two-stage process:

Applying for a Certificat de sélection du Québec (CSQ – Québec selection certificate)
-
Applying to the government of Canada for permanent residence
Foreign students in Quebec will be eligible to apply under this program if they meet the following requirements:

The student must have obtained a degree or diploma from an educational institution recognized by the Quebec Ministry of Education within the past 36 months;

The student must have studied in Quebec for at least 1,800 hours (two years);
-
The student must show that he or she has successfully completed an advanced intermediate level French course at a Quebec educational institution, if his or her studies were not completed in French, or prove French ability by way of a standardized language test recognized by the government of Quebec.
Conditions to satisfy as a Temporary Worker
You must satisfy all of the conditions of the Programme de l’expérience québécoise at the time of submission of your application for a Certificat de sélection du Québec:

have the intention of settling in Québec to hold a job;

have lived temporarily in Québec with the primary goal of working and have respected the conditions of your stay;

be legally in Québec as a skilled temporary foreign worker or under a youth exchange program;
-
have occupied a full-time job at the management, professional or technical level for at least 12 of the 24 months preceding the submission of your application;
-
occupy a full-time job at the management, professional or technical level (levels O, A or B under the National Occupational Classification) at the time of submission of your application;
-
demonstrate advanced intermediate knowledge of oral French;
-
undertake to provide for your needs and, where applicable, those of your spouse or de facto spouse and dependent children included in your application for a Certificat de sélection du Québec, for a minimum period of 3 months;

be at least 18 years old and hold a valid passport.
If you hold an eligible Québec diploma, you can also submit your application under the Programme de l’expérience québécoise – Québec Graduate, if the selection conditions are more advantageous for you.
Temporary Foreign Workers in Quebec will be eligible to apply under this program if they meet the following requirements:

The worker must have 12 months of work experience in Quebec in a skilled, managerial, or professional occupation in the 24 months prior to submission of the application;

The worker must be employed and show legal status in Quebec at the time of his or her application;

The worker must show that he or she has successfully completed an advanced intermediate level French course at a Quebec educational institution, if his or her studies were not completed in French, or prove French ability by way of a standardized language test recognized by the government of Quebec. Also, he or she can show that he or she has satisfied the French language requirements of the professional order governing his or her occupation in Quebec.
Conditions and procedure

Only paid full-time skilled jobs practiced legally are eligible under the PEQ.

A skilled job is a job at the managerial, professional, or technical level (levels 0, A, or B, under the National Occupational Classification).

A full-time job implies a minimum of 30 hours of paid work per week.

Full-time work experience gained in the framework of the post-graduation work permit program, a youth exchange program (e.g., Working Holiday, Young Professionals, International Co-op) or an employment internship that is not connected to a study program in Québec may be taken into account if they meet all the requirements of the PEQ.

No part-time work period can be taken into account for eligibility under the PEQ.
A job occupied by a candidate as a self-employed worker or for a business that he or she owns, in whole or in part, is not considered under this program.
